Administrative Litigation
Goldfarb Seligman has accumulated many years of experience in the administrative law field. The attorneys of the various litigation departments represent Israeli and international clients before government authorities and before various courts of law.
The expertise of the attorneys in this field originates, among others, from their extensive knowledge regarding administrative entities, which stems from their frequent representation of administrative entities, government companies, military and defense entities, public authorities in various proceedings.
The attorneys represent clients before government authorities, administrative law courts and the Israeli High Court of Justice, as well as before government commissions of inquiry, public review commissions, parliamentary committees, and in administrative hearings held by various authorities.
The firm’s legal teams advise on complex legal issues relating to administrative law, including in matters regarding tenders (both to the tender committees and to the tender’s offeree and offeror, through all stages of the tender process and subsequent to its completion), licenses, concessions and permits, antitrust, taxation, planning and construction, communications, education, infrastructure, industry and government incentive plans. Through the years, the firm’s attorneys have led the creation of numerous precedents in the administrative law field, including precedents regarding judicial interpretation and the interpretation of orders and decisions of statutory authorities and committees, which involved questions regarding the scope of administrative judgment of tender committees, the reasonableness of tender preconditions and the standardization of tender procedures.
Among the firm’s clients in this practice are government ministries and statutory authorities, local municipalities, workers’ unions, holding groups, public and private commercial companies, government companies, and non-profit organizations.
It shall be noted that some of the firm’s senior partners serve as auxiliary consultants in tender committees of some of Israel’s largest corporations and entities. They provide comprehensive consulting regarding regulation and tenders, which includes the drafting of tenders, the review of offers made by offerors and their suitability to the tender’s preconditions, representation in proceedings for receiving permits and approvals by government authorities and ministries, and representation in courts of law.
