לפני הצטרפותו למשרד שירת רועי במשך למעלה מ-5 שנים בפרקליטות הצבאית במגוון תפקידים, ביניהם עוזר משפטי לפרקליט הצבאי הראשי, יועץ משפטי במחלקת הייעוץ והחקיקה והיועץ המשפטי של פיקוד העורף.
